SIR: The Advisory Committee on Finance and Business Methods submits a revised draft of Administrative Regulations for the Department of Agriculture with the recommendation that they be approved, superseding all prior rules, regulations, orders, and memoranda in conflict therewith. The first compilation of Administrative Regulations was issued July 1, 1914, and it has seemed advisable to the committee to revise the existing regulations and include in the volume such administrative rules, regulations, orders, and memoranda as have been issued prior to August 1, 1918. The revised regulations include the regulations governing appointments, changes in grade, and separations from the service formerly issued from the office of the appointment clerk.
