No work was done during the year, no funds being available for construction. A watchman was on duty during the year to regulate the mooring of vessels to the breakwater. PROPOSED OPERATIONS AND REMARKS. This breakwater is not designed to protect an anchorage, but for vessels to moor to and to protect vessels moored at the wharves at Cape Vincent. The projected length is 1,500 feet, and 910 feet have been completed, of which 50 feet is shore return. It is not considered necessary to extend the shore return, but the remaining 540 feet of main breakwater, to complete it to the project length of 1,400 feet, should be built in timber-crib concrete form, similar to the 500 feet of structure built in 1905 and 1906. It is recommended that the amount (estimated) required for completion of existing project, viz., $72,000, be appropriated in the next river and harbor act. Estimate of additional funds required. Wearing apparel, jewelry, etc., to the value of $38,528 was also shipped. Q Q 7. IMPROVEMENT OF HARBOR AT OGDENSBURG, NEW YORK. REPORT OF OPERATIONS. Dredging has been continued under the contract with the Central Dredging Company, dated July 12, 1907. At the beginning of the fiscal year 158,937 cubic yards had been dredged from the various channels of the harbor. Work was carried on until December 5, 1908, when it was suspended for the season. Up to that time a total of 287,339 cubic yards, scow measure, of sand, gravel, etc., had been removed at a cost of $47,382.17. At the close of work for the season all of the dredging in the lower harbor had been completed to the project depths, except for the removal of a small quantity of hardpan, which was too hard to be taken out by the dredges on the work. It will be necessary to drill and blast this hardpan in order to loosen it for the light-power dredge at work upon it. Dredging in the City Front channel was nearly completed, and also at the mouth of the Oswegatchie River. Work was resumed upon this contract April 20, 1909, and at the close of the fiscal year 302,357 cubic yards had been removed, the hardpan blasted ready for dredging, and the work nearly completed.
