Naval shore establishments having floating public utilities.

The purpose of this report is to inform the bureaus concerned of the dry-docking of floating public utilities. The report covers, in detail, work done and condition of paint, hull, and work performed on the underwater exterior, or any structural changes made. Original to Bureau of Yards and Docks; copy to Bureau of Construction and Repair; additional copies as required locally. Size of sheet, 8 by 10 inches. Treasury Dept. Form 500. Statement Relative to Real Estate Leased or Owned by the United States Outside of the District of Columbia. Submitted when possession is taken of real estate.

The purpose of this form is to furnish to the surveyor general of real estate, through the Bureau of Yards and Docks, information concerning real estate leased or owned by the United States outside the District of Columbia. It shows, in general, the location and area of the property, purpose for which used, appropriation involved, cost, etc. Original and one copy to the Bureau of Yards and Docks; additional copies as required locally. Size of sheet (green), 8 by 10 inches.

CHAPTER 7.

BUREAU RELATIONS WITH NAVAL DISTRICTS, YARDS, STATIONS, AND OTHER FIELD ACTIVITIES.

7-01. Bureau's orders considered as emanating from Secretary. The law (R. S., sec. 420) prescribes that all of the duties of the bureaus shall be performed under the authority of the Secretary of the Navy, and that their orders shall be considered as emanating from him and shall have full force and effect as such. The duties of the Bureau of Yards and Docks, in regard to which it issues instructions to the field, are covered in Chapter 2 of this manual, with citations to sources of authority.

7-02. Commandants responsible for execution of bureau orders. (* ** The officer ordered to command a navy yard or station is the commandant. He is the representative of the Navy Department in all matters within the limits of his command, and is responsible to the department for all business transacted therein. As commanding officer he shall exercise entire control over every part of the yard or station and shall have full authority of all persons, civil and naval, employed therein or attached thereto. The administration of navy yards and stations is directly under the commandants. The bureaus of the department have no cognizance over this administration, but the commandants are responsible for the faithful execution of the bureaus' orders. * * *" (G. O. 53.)

7-03. Regulation relating to direction of communications. "In general, all communications shall be addressed to those who, by regulation or law, have cognizance of the subject presented or are authorized to take action thereon." (N. R. 2026-1.) "Except from ships in commission, communications relating solely to subjects with which a bureau is intrusted shall be addressed to that bureau." (N. R. 2026-5.)

7-04. Correspondence on buildings, grounds, etc., addressed to Bureau of Yards and Docks. "Naval districts, navy yards, and stations will address * correspondence on item (d), paragraph 2 [i. e., buildings, grounds, shops, power plants, service

lines, and rolling stock], to the Bureau of Yards and Docks as heretofore, but in the case of correspondence relative to important changes, additions, extensive repairs, changes in assignments of buildings and offices, and other matters of which the Assistant Secretary of the Navy should have full knowledge in order that he may at all times have complete information on navy yards, plants, facilities, and activities, a copy will be sent by the writer of the correspondence to the Assistant Secretary of the Navy. * For the present,

this order will apply only to the navy yards and naval stations listed below in this paragraph, except that all matters pertaining to civilian personnel and labor in the executive department of the Navy and in the Naval Establishment will, without exception, as heretofore, remain under the Assistant Secretary of the Navy, and he will assign such of these matters to the navy yard division as he deems advisable:

7-05. Reports to be submitted as directed by bureau. "The commandant shall submit, for the information of the bureaus concerned, such detailed reports relative to the character of the work done and the progress made as may be directed by the bureau." (N. R. 1527.) Routine reports required by the bureau have been listed in Chapter 6 herein.

7-06. Commandant's action upon bureau correspondence. "All communications from the department, its bureaus or offices, relating to matters under the cognizance of a commandant or of which he should have knowledge shall be addressed to him, except as provided in paragraph 2 of this article and in article 2043, and shall be acted upon by indorsement or otherwise as he shall direct. Such letters as require it shall be forwarded to the yard departments, divisions, and inspectors concerned, in the order indicated by the commandant, who shall also fix the office in which the correspondence shall be finally lodged." (N. R. 2044-1.) As a means of promoting efficiency through the establishment of the most direct contact

possible between authority and performance, commandants are requested to route instructions from the bureau to those immediately responsible for their detail performance in the most direct manner practicable, and to provide for furnishing information to those generally interested in such a manner as will not delay the transaction of the bureau's business.

7-07. Source of opinions to be indicated in correspondence on technical matters. "Routine letters emanating from or intended for bureaus or yard departments, divisions, or inspectors, also letters of a purely technical character which require no consideration or action by the commandant, shall be addressed to the official concerned and sent direct to him. * * *" (N. R. 2044-2.) Much of the correspondence between the bureau and stations relates to matters of routine detail, and is of interest only to the subordinate directly responsible. Certain other correspondence is technical in character, and the attention of commandants is invited to the fact that in technical matters the opinions and recommendations of a writer must be weighed largely from the viewpoint of personal origin and fitness; provision should accordingly be made that when such matters reach the bureau it may have before it information as to the source of the technical opinion as well as the opinion itself.

7-08. Authority required for new work; erection of buildings. "No new work shall be undertaken at a navy yard or station except on Secretary of the Navy's or bureau authorization addressed to the commandant. * * *" (N. R. 1489-1.) "No buildings other than those authorized and for which appropriation has been made by Congress shall be erected upon public lands at any naval station, nor shall a commandant grant permission to any persons, other than those duly and officially authorized, to reside in, occupy, or use any building or portion thereof upon such public lands. If for special reasons any exception to this regulation is deemed desirable, the matter shall be referred to the Secretary of the Navy for action, in his discretion." (N. R. 488.)

7-09. Relations with naval districts. In matters under its cognizance, the bureau's relations with the commandants of naval districts are similar to its relations with commandants of navy yards and stations; responsibility for the execution of the bureau's orders rests with the commandant as commanding officer of the district. As contemplated in paragraph 109 of the Navy District Manual,

1921, the bureau has prescribed herein, in Chapter 11, the functions of the district public works officer.

7-10. Direction of bureau's work at naval ordnance establishments, hospitals, Marine barracks, etc. The bureau's duties in the design and construction of public works and public utilities at naval ordnance establishments, hospitals, and medical supply depots, naval training stations, Marine barracks and Marine posts, and aeronautic shore establishments, and its further duties as to repairs to public works and public utilities when beyond the capacity of the station force, have been stated in Chapter 2 herein. Where public works contracts have been made for work at such stations, or where work is being performed by day labor under the cognizance of this bureau, communications from the bureau with respect to such work are sent direct to the district commandant concerned, or, in routine matters, to the officer in command, with a carbon copy of correspondence to the district commandant. Any matters, however, involving policy or change in plans, or affecting the time of completion of the work, are taken up through the bureau having the direction of the station's activities, or, in the case of Marine barracks, with the Marine Corps Headquarters, in order that such offices may at all times be kept informed as to the progress of the work.

7-11. The bureau issues instructions direct to field inspection offices regarding the inspection of materials and of manufacturing processes. The bulk of the bureau's inspection work is performed by the inspection offices of the Bureau of Engineering and of the Bureau of Construction and Repair, by arrangement with those bureaus, duplication of organization under the Navy Department being thus avoided. Arrangements and procedure for such inspections are covered in Chapter 19 herein. Matters of general policy in regard to the direction of inspection work are determined in conference with the bureau concerned.

7-12. Relations with superintending civil engineers. Superintending civil engineers perform duty under the bureau's direct orders, notwithstanding they are under the command of the commandant of the district in which located as regards any purely military functions.
