25-23. Bureau places orders with contractor. Orders for all furniture covered by annual contract will be given to the contractor in writing by the bureau, and deliveries will be made only on such written order. Bureau orders will include all information required by the contractor for their fulfillment.

ANNUAL CONTRACT FOR CARPETS AND RUGS.

25-24. The selection of the colors and designs of carpets and rugs may, if practicable, be made by the occupant or prospective occupant of the quarters for which intended, provided that such selection shall be limited to samples or illustrations of patterns obtainable under contract, and in harmony with other furnishings of the room for which intended, or, in case no samples are furnished, that selection of overlight tones, perishable colors, gaudy or discordant patterns shall not be made. Selection by inspection of stock in stores is not provided for under the contract.

25-25. In selecting body Brussels carpets and rugs, the public works officer, or other officer charged with the furnishing of quarters, shall inform the contractor of the color or colors desired, either by name, or number with reference to contractor's catalogue. Upon receipt of this information the contractor will forward at his own expense to the station concerned at least six samples of carpet, matching as nearly as practicable the color designated, and of the kind and quality contracted for. Such samples should be at least three-fourths of a yard long, and longer if necessary, to show clearly the design. If a selection can not be made from the six samples, the submission of four additional samples may be required. After the selection has been made, all samples except the one selected shall be returned without delay to the contractor at Government expense, the remaining sample being returned in a like manner after delivery of the complete order.

25-26. Selection of Wilton carpets and Wilton carpet rugs limited to approved samples. A book of samples approved by the bureau will be furnished to yards and stations, showing the colors and shades of the Wilton carpets and Wilton carpet rugs which may be obtained under the contract. No other colors or shades may be obtained.

25-27. Selection of Wilton rugs limited to approved patterns. The selection of pattern and color of Wilton rugs shall be

made from illustrations furnished by the bureau to yards and stations, showing the patterns and colors which may be obtained under the contract. No other patterns or colors may be obtained.

25-28. Dimensions for making up carpets and carpet rugs will be furnished the contractor by the bureau. In measuring for carpets and carpet rugs to be made up from strips, it should be kept in mind that the contractor can not be required to split a strip of carpet or border. In cases where the discrepancy between width of room and the required number of whole strips is only a few inches, the rug or carpet furnished will be narrower than the room by that amount; in cases where the discrepancy equals or exceeds a half width of strip, a whole strip will be furnished in lieu of such fraction. Wilton pattern rugs will be furnished only in the sizes stated in the contract. Made-up carpet rugs for halls and small rooms should be of such sizes as to allow at least 9 inches of floor space at sides and ends, and for larger rooms to allow from 18 to 22 inches of floor space.

25-29. Information to be furnished bureau for placing orders. Requests for carpets and rugs to be furnished under contract shall state in every case:

(a) The item number of the contract.

(b) Over-all size of carpet and carpet rugs, or if of an irregular shape, two copies of a diagram showing dimensions.

(c) Approximate yardage for body and border, respectively, in the case of body Brussels carpet and carpet rugs, and total approximate yardage in the case of plain Wilton carpets and carpet rugs.

(d) Contractor's pattern and color number selected.

No order will be placed until this information has been furnished.

ANNUAL CONTRACT FOR HOUSEHOLD FURNITURE.

25-30. The selection of furniture and upholstery may, if practicable, be made by the occupant or prospective occupant of the quarters for which the items are intended, from the book of illustrations and patterns approved by the bureau and furnished to yards and stations, showing the designs and dimensions which may be obtained under the contract. Selections must be confined to the designs and patterns authorized for the type of quarters in question, and patterns selected must not be at variance with other furnishings

of the room for which intended. The size of the room shall also be considered, in order that patterns of inappropriate dimensions may not be selected. Where dimensions of patterns included in the annual contract are too large, the bureau should be advised as to the circumstances in order that purchase of more appropriate sizes may be arranged for. Selection by inspection of stock in the stores of the contractor is not provided for under the contract.

25-31. Information to be furnished bureau for placing orders. Requests for articles to be furnished under contract shall state in every case:

(a) The item number of the contract.

(b) Contractor's design number.

(c) Material and finish, if a choice is allowed.

(d) Contractor's pattern number of upholstery.

No order will be placed until this information has been furnished. 25-32. Quarters to be furnished in accordance with allowance lists. Articles of furniture will be provided for officers' quarters at navy yards and naval stations in accordance with the allowance lists hereinafter prescribed. (For applicability to quarters at naval hospitals, see par. 25-03.) Under no circumstances will requisitions be approved for purchase or repair of furniture in excess of the allowances prescribed herein. Articles in excess, if already in use, may be continued in use until unserviceable, and shall then be surveyed.

FURNITURE ALLOWANCE LIST.

25-33. Articles of furniture that shall be allowed hereafter in the several quarters provided for the use of naval officers at the navy yards and stations will be as follows:

For Commandants.

Parlor.

1 carpet, rug pattern, 5-frame body Brussels; or carpet, rug pattern, plain Wilton; or Wilton pattern rug of standard size, as follows: 36 by 63 inches to 11 feet 3 inches by 15 feet, as listed under the carpet contract.

2 small rugs, Wilton, 27 by 54 inches or 22 by 36 inches.

4 chairs, hardwood frame, all upholstered, all Windsor type, or both, as may be selected.

2 armchairs, hardwood frame, upholstered.

1 sofa or davenport, hardwood frame, upholstered.

2 tables, hardwood.

Dining room.

1 carpet, rug pattern, 5-frame body Brussels; or carpet, rug pattern, plain Wilton; or Wilton pattern rug of standard size, as follows: 36 by 63 inches to 11 feet 3 inches by 15 feet, as listed under the carpet contract.

1 dining table, 10-foot extension, 54-inch diameter, round or square, quartered oak, any finish, or mahogany.

1 sideboard, with or without mirror, wood to match table.

1 serving table.

10 chairs (side), wood to match table, upholstered seats.

2 chairs (arm), wood to match table, upholstered seats.

Main hall.
