FOREWORD

Questions concerning California's water supply have been surrounded by a vast amount of controversy, not only at a policy level, but also on the simple plane of facts. Such issues as when, where, how much, and under what sponsorship water shall be developed in California - these questions are properly in the realm of controversy from which public policy evolves. But at the basic factual level there is need for a clearer understanding of the dimensions of California's water problem, the extent of her water resources, and the broad and continuing program required to make use of them.

Periodically alarmist articles appear, both within and outside of California, which convey the impression that the state is about to revert to desert, that its taps will soon run dry, or, as a minimum, that industry must be wary of locating in California. These impressions can be laid to rest (because they are false) without the need to pretend that the solutions to California's problems are automatic or painless. The present monograph, prepared by Sterling Brubaker of the Economics Department, provides a nontechnical look at California's water resources and potential needs. It does not attempt to pass judgement on controversial policy issues, but some of the implications of these issues are suggested.

In publishing this study, Bank of America is hopeful that it will provide a convenient, factual statement about California's water position which will at once combat commonly held misconceptions and stimulate constructive interest in "California's number one problem".
