Mr. MILLER. In these surveys made by the chambers of commerce they also made a calculation tabulating the saving, or the approximate saving, that would be effected on the tonnage they have shown in this compilation.

In the lower division they show a saving on the shipments of $4,881,405, and on the upper river a saving of $18,476,742. That is the saving made, assuming that this tonnage that they have tabulated here moved by water. There is a total saving of $27,358,147 on freight rates by using the river shipment. If you would like to look at these, I have some extra copies here [handing copies to the committee].

Senator COPELAND. Woud you use the same type of boats on the river there as they use on the upper Mississippi?

Mr. MILLER. We want a 9-foot channel in the Missouri River. We only have a 6-foot project at the present time. The district engineer has made some calculations as to the cost of that, and while he has not finished it, he says that the additional cost for a 9-foot channel will be something less than $3,000,000.

We have a dirt bottom river that scours itself when the channel is confined, as Mr. Brent has described the Mississippi, and there is very much the same condition, and the depth of water is secured by narrowing the channel; so that, to get the 9-foot depth, only means that you must narrow in the channel a little more than you would for the 6-foot depth, and build out your dikes to some extent.

Senator COPELAND. You are talking to a very experienced committee when it comes to dredging rivers.

Mr. MILLER. I want to call the committee's attention to the fact that Kansas City is holding a fund of $860,000 that has been referred to as having been raised for a boat line at Kansas City, when we thought, 15 years ago, that the river was going to be improved right away. They have held that fund intact, and have it ready to put into boats and barges and the necessary equipment when this river is ready to be used.

We are also supplementing it; we have a bond election next month submitting a $600,000 issue to build a river terminal. We have a terminal now that they have put about $75,000 into, and they are adding this $600,000 to it. We are not figuring on asking the Government or the Inland Waterway Corporation to furnish any money for terminals at Kansas City. We are quite willing to do that ourselves, if we get this operation to Kansas City. We have large grain elevator capacity at Kansas City. I will not take the time to go into these matters, but merely mention that we have a capacity of 40,832,000 bushels in our elevators at the present time, and we have a mill capacity of 37,500 barrels of flour per day.

They shipped out last year from Kansas City 8,817,775 barrels of flour.

I am giving these figures because they sustain these surveys that have been offered for the record.

The CHAIRMAN. You have a comparison there with other cities, and you might just put that in the record, if you will.

Mr. MILLER. I have not tabulated that, but I could furnish those figures.

The CHAIRMAN. Very well, you may do that.

Mr. MILLER. I am going to hurry through. I do not feel like keeping the committee, it is so late.

I just want to get before the committee our rate situation in the Missouri Valley territory. We are in a little different situation from any other part of the country. We are in the high-rate section, and we are an agricultural district. There is but one other country in the world that has a grain section, a great grain-raising district, that is anything like similarly situated to our Missouri Valley, and that is the Canadian grain district; and I want to get, just as briefly as I can, before the committee a comparison of what Canada has done and is doing to relieve the same condition in her agricultural section that we have. I have tabulated a lot of rates here and I think the committee would be interested in looking over this. Here is a compilation of rates from points in Canada as compared with points in Nebraska, Kansas, and Oklahoma.
