The accompanying revised regulations are hereby a proved, and, beginning with March 1, 1913, will supersed all prior rules, regulations, and orders on the fiscal tran actions of this Department.

The Chief of the Division of Accounts and Disburse ments, being the chief disbursing officer and the admini trative officer of the fiscal affairs of the Department, authorized and directed to enforce a strict complianc with these regulations and with the decisions affecting the financial operations of the Department. To these ends b is authorized to call upon the officers and employees i any information and for any explanations that he may find necessary in determining whether or not the require ments of the regulations have been properly observed. FISCAL REGULATIONS

OF THE

U. S. DEPARTMENT OF AGRICULTURE.

APPOINTMENTS.

1. Appointments.-To every person entering the ublic service in the Department of Agriculture, except a the cases hereinafter mentioned, a written appointment ill be issued, describing in general terms the character f the service to be performed and specifying the rate of ompensation and the fund from which payment is to be ade.

2. Notice of Appointment must Precede Service.— Recommendation for an appointment must be made in dvance, and the person who is to become an employee of he Department must not be assigned to duty until notice as been received that the appointment has been made. 3. Employment without Appointment.-Authority or the employment of temporary assistants outside of Washington, D. C., subject to civil-service rules, will be rovided for in letters of authorization issued to officials, n lieu of formal individual appointments. In order hat a report may be prepared for the approval of the lecretary of employment under letters of authorization, s required by civil-service rules, all vouchers for personal ervices must give the name, address, title of position or ccupation, character of duties performed, period of ervice, rate of compensation, and amount due.

4. Double Employment Prohibited. No person eceiving at the same time compensation as an officer or mployee of the United States shall receive, even temorarily, additional salary or compensation from the Jnited States Department of Agriculture; provided, hat this regulation shall not apply to persons performing nilitary service as members of the National Guard or State militia and receiving pay therefor from the War Department.
