I think a larger proportion of them know the importance of the results and know that this is needed. The trade associations have been supporting this kind of work and there are various professional organizations that realize this is necessary and they are growing in Sophistication. There is a growing sophistication on the part of business in this regard.

Mr. LIPSCOMB. Is there any penalty for not filling out a census questionnaire?

Mr. ECKLER. In the case of all mandatory forms, yes, sir; a great many are not mandatory.

Mr. GRIEVES. The bulk of the surveys we have been describing are voluntary, virtually all that are more frequent than annual are voluntary. The respondent does have a choice of not responding at all if he wishes.

The fact of the matter is that if you develop this sort of work in close contact with the people who furnish the information, as they recognize their own interest in the information, you do not have this kind of difficulty at all. The question is, Are these questions drawn up so that they can conform to the records kept by the company and are the published reports available to them?

They use the reports and the response rates are very high. In some cases, it is actually 100 percent.

REVIEW OF PROGRAMS

Mr. LIPSCOMB. Has there been any study made of any of the work you are doing? Could some of this be deleted when finished and could you economize?

Mr. ECKLER. There have been a number of changes. Several years ago we had a review of changes made over a period of 10 or 15 years. There were a considerable number of surveys which had been dropped out or modified.

This is a process of change and certain ones are becoming less important and other arrangements are made and new surveys come in. It is an evolving thing for which we ourselves have certain criteria. which we attempt to follow for the maintenance of the series and the Bureau of the Budget undertakes a review of this each time a form comes up for clearance. There is an Advisory Council on Federal Reports, a business group, that works with the Bureau of the Budget on reviewing the various surveys.

There is a good deal of continual surveillance of these operations. Mr. LIPSCOMB. Thank you.

STATISTICS ON RECREATIONAL FACILITIES

Mr. ROONEY. Mr. Eckler, in going through the 11 items which make up the total for "Salaries and expenses," this morning I came across a page in these justifications which referred to statistics concerning recreation areas or recreation facilities.

Can you tell me where that was?

Was that page 21?

I see the request is in the amount of $61,000 and is entitled "Monthly service trade statistics." There we find

Do we not now presently have in Government an organization known as the Outdoor Recreation Resources Commission engaged in gathering the very same kind of statistics?

Mr. ECKLER. There is such a Commission and we have done some work for this Commission on a reimbursable basis.

However, this does not involve any measure of service organizations. What we are talking about here is business organizations. Mr. Grieves was telling about these different ones which were engaged in providing various kinds of services.

Mr. ROONEY. Such as bowling alleys?

Mr. ECKLER. That would be an excellent example. That is a growing business and that would be gotten by direct contact with those firms.

Mr. ROONEY. The next item is the request at page 211 of the committee print and beginning at page CEN-54 of the justifications, entitled "1962 census of governments."

The request is in the amount of $1.4 million for fiscal year 1963, which would be an increase of $301,208 over the comparable amount in fiscal year 1962.

The allowance of this $1.4 million would completely end the 1962 census of governments and the expenses of the 1962 census of governments; is that correct?

Mr. ECKLER. That is correct, Mr. Chairman.

Mr. ROONEY. We shall at this point insert in the record pages CEN-54 through CEN-63.
