CONCURRENT RESOLUTIONS

SENATE AND ASSEMBLY.

STATE OF NEW-YORK.

In Assembly, July 2nd, 1851.

Resolved, (If the Senate concur,) That a joint committee, consisting of one member of the Senate and two members of the Assembly, be appointed to examine into the accounts of the treasurer and bank department, pursuant to section sixteen, chapter eight, part one, title four, of the Revised Statutes.

CONCURRENT RESOLUTION

Proposing an amendment to the Constitution.

Resolved, (If the Assembly concur,) That the following amendment be proposed to the Constitution of this State; that the same be referred to the Legislature to be chosen at the next annual election of Senators and Members of Assembly, and be published for three months previous to the time of making such choice, in conformity with section one, article thirteen of the Constitution.

Section three of article three of the Constitution shall be amended by adding at the end thereof, the following:

"As soon as the Senate shall meet after the first election for Senators, after this amendment shall take effect, they shall divide the Senators in two classes: The Senators from districts numbers one, three, five, seven, nine, eleven, thirteen, fifteen, seventeen, nineteen, twenty-one, twenty-three, twenty-five, twenty-seven, twenty-nine, and thirty-one, shall compose one class, and the Senators from the other districts shall compose the other class, and they shall cause to be determined by lot, which of those classes shall be the first class, and which shall be the second class, and the seats of the first class shall be vacated at the end of the first year after the commencement of their term of office, and the seats of the second class shall be vacated at the end of the second year after the commencement of their term of office, in order that thereafter sixteen senators shall be annually elected in the State as shall be provided by law.

In Assembly, July 10, 1851. The foregoing proposed amendment to the Constitution was agreed to by a majority of the members elected to the Assembly.
