less than three names are certified for probational appointment and it is decided not to make a regular appointment from such "short" certification, one of the persons so certified must be preferred for temporary appointment (unless reasons satisfactory to the district secretary are given on Civil Service Form 1844b) and selection and recommendation made in accordance with paragraphs 72 to 74, inclusive, of these regulations, to continue until three eligibles are provided, but in no case shall such appointment extend beyond 30 days after the certification is received by the field officer.

77. Recommendations for Temporary Appointments, Classified Positions.-Temporary appointments to classified positions not exceeding 30 days may be recommended in the monthly lists; but reports should be made in such cases to the district secretary immediately when the person is employed. Temporary appointments to classified positions exceeding 30 days' duration must be recommended through the district secretary.

A temporary appointment must not be recommended for a period in excess of that for which authority has been issued by the civil-service district secretary.

Recommendations for the temporary employment of persons not certified or authorized in writing must show the action taken in connection with the local lists of eligibles.

78. Examinations for Permanent Positions Open to Temporary Employees. If an examination is necessary before a position can be regularly filled, the temporary employee (if any) should be required to enter such examination.

POSITIONS UNDER THE DISTRICT SYSTEM.

79. Registers Maintained by District Secretaries.The following positions in the field service of the department can be filled from registers maintained by the civil-service district secretaries:

The appointment clerk shall promptly notify the chiefs of bureaus of any changes in the foregoing list. 80. Appointments Pending Certification.—If a vacancy occurs in the permanent force and there is need for temporary assistance pending certification, appointment, and entrance upon duty of a person to be appointed thereto, a temporary appointment may be recommended (see pars. 62 and 74) for a period not to extend beyond 30 days after the receipt by the field official of a regular certification (1) from a certificate issued by the district secretary, (2) by written authorization in the event he has no temporary eligibles, or (3) from the list of locally available eligibles.

81. Temporary Appointment for Job Service or During Absence of a Regular Employee. If the

services of a temporary assistant in a classified position are required for the performance of a piece of work (job service) or during the absence of a regular employee, a temporary appointment may be recommended for a period not exceeding three months, which may be extended for an additional period not exceeding three months. (See pars. 74 and 82.) A request for a certification must be transmitted to the district or local secretary, giving a statement of the nature of the duties and the full period for which it is contemplated the service will be required. Recommendations for appointment under the certificate or authorization received in response thereto must be made in accordance with these regulations. (See pars. 62, 65, and 77.)

82. Prior Approval for Extension of Temporary Appointments Required. The prior approval of the district secretary is required for extension of temporary appointments

(1) Pending permanent appointment.

(2) For job service originally made for less than three months.

(3) For job service originally made without prior approval of the district secretary for three months in the absence of a local list of eligibles.

(4) For job service beyond six months, which extension can be authorized only for the purpose of completing the job for which the person was originally appointed. Requests for authority to extend appointment beyond six months must be made at least 15 days before the six months' period expires, in order to allow sufficient time for the proper consideration of the circumstances rendering the extension necessary.

83. Prior Approval for Extension of Temporary Appointments; When Not Required.—The prior ap

proval of the district secretary is not required for extension of temporary appointments originally made for three months from a certificate of eligibles or local list or for appointments originally made for three months in absence of eligibles under the prior authority of the district secretary. Such appointments may be extended as required, but not to exceed six months in all.

84. Extension of Temporary Appointments.—Recommendations for the extension of all temporary appointments must be forwarded through the district secretary to the chief of bureau. The necessity for the extension and the period thereof must be indicated.

85. Temporary Appointments to Unclassified and Excepted Positions Without Certification.—Temporary appointments may be made without civil-service certification to the following positions:

(1) Unclassified positions, such as laborers, farm teamsters, fire fighters, woodchoppers, charwomen, guides, hunters, and the like, at places other than those named in paragraph 60 of these regulations.

(2) Positions excepted from examination, including forest guards, special meteorological observers, etc.

(3) Positions authorized by special civil-service regulations for the field season, such as rodman, flagman, stakeman, chainman, mechanic, and skilled laborer engaged on construction work at places remote from the cities where there are local and district secretaries.

(4) Demonstration assistants in the States Relations Service and field assistants in farm-management investigations in the Office of Farm Management, for field service not exceeding three months. Extensions of appointments of such assistants beyond three

months shall not be made without prior authority from the Civil Service Commission.

Such appointments and extensions should be reported directly to the chief of bureau monthly, semiannually (Dec. 31 and June 30), or annually (June 30), as directed by the chief of bureau. The duties of unclassified laborers must always be described.

86. Public Announcement of Examinations. When examinations are announced for positions embraced under the district system, field officials are required to give publicity to such announcements, so far as practicable.

87. Civil-Service Districts.-Following is a list of the 12 civil-service districts, showing the headquarters of the district secretary and the territory included in each district:
