intention of later promoting employees on a lumpsum roll.

(d) If there is a deviation from the efficiency register, the reasons therefor should be set out fully and the recommendation should be concurred in by the committee on efficiency. The recommendation should indicate that the committee on efficiency has approved the action suggested, but it is not necessary for the individual members to sign the paper.

Transfers.-(a) Under the heading "Reasons" the following information should be given:

1. Reasons for the action.

2. Qualifications of the person to be transferred. 3. Previous employment in this department.

4. Previous employment in any other department, giving period of time and latest salary paid him while in that department.

5. Any other line of work engaged in.

6. If the person recommended is a cooperative employee, the time he will devote to the work of the department, the total salary to be paid him, and the amount of such salary to be paid by the cooperating agency.

7. Place and date of birth.

(b) Under the heading "Action required," the present and proposed salary and position.

If an original appointment, transfer, or promotion is recommended for the purpose of filling an existing vancancy, the recommendation should contain a statement showing how the vacancy was caused.

A recommendation for an original appointment from a civil-service certificate, or for a transfer from another department of the Government, or for a transfer between two bureaus in this department, at any sal

ary other than the lowest in the grade concerned, must contain a statement either to the effect that there is no one in the bureau qualified for the position or that the person proposed possesses qualifications essential to the efficient conduct of the work.

Recommendations for separative action must specify a date at the expiration of which the action recommended is to take effect, e. g., "Termination of March 31, 1916."

4. Date Effective. Every recommendation for an appointment, promotion, demotion, or other action affecting the salary of an officer or an employee of this department must specify a definite date upon which the action recommended shall take effect, which date shall be subsequent to the date of the recommendation.

5. Appropriation Chargeable.-All appointments, except those to statutory positions, shall be so drawn that the salary thereunder may be paid from any miscellaneous lump-fund appropriation of the bureau to which the salary is properly chargeable. If a duplex appointment is necessary, that is, an appointment involving two appropriations, one of which is under the bureau and the other under the supervision of the office of the Secretary, each such fund shall be indicated in the appointment; for instance, if it is desired to carry an employee for part of the year on the roll for "General expenses, States Relations Service," and part of the year on the roll for "Stimulating agriculture and facilitating distribution of products," both appropriations must be specified in the appointment.

6. Designations and Salaries of Lump-Fund Employees. In recommending appointments, promotions, and other changes, affecting the salaries of employees

paid from lump-fund appropriations, the chief of the bureau should, so far as practicable, limit the number and variety of designations, and the proposed rate of salary in each case should be selected from the annual salary tables in the fiscal regulations, and should be one which, when divided by 12, will give a convenient quotient of even dollars.

7. Maximum Rates of Compensation.—The following rules shall be observed in recommending appointments under lump-fund appropriations for service either in or cut of the District of Columbia, and in the payment of salaries from such appropriations:

(a) No person shall be appointed at a per annum rate of salary in excess of $4,500.

(b) No person shall be appointed at a monthly rate of salary in excess of $375.

(c) No person shall be appointed at a per diem rate of salary in excess of $12.50. All per diem appointments shall be made for 'days actually employed."

(d) Appointments at a per hour salary will be made only in extraordinary cases, and in no event at a rate which will exceed $12.50 a day.

8. Expenses Incident to Reporting for Duty.-All persons receiving appointment in the department will be required to report at the place at which service is to be performed, without expense to the Government, unless otherwise provided for in the notice of appointment.

9. Given Names to Be Written in Full.-Given names must be written in full in all personal-statement sheets, address cards, and other personnel records of the department.

10. Procedure in Requesting Civil-Service Certificates. When the needs of the service require that a

position be filled in the District of Columbia from a civil-service certificate, a recommendation should be made to the Secretary in the following form:

Requests on the Civil Service Commission for certificates authorizing original appointments, transfers, promotions, reinstatements, and other changes affecting the personnel, and correspondence relating thereto, shall, as a general rule, be prepared in the office of the appointment clerk, upon recommendations submitted through the Secretary by the chiefs of bureaus. In special cases, however, letters to the commission regarding appointments and other matters may be prepared for the signature of the Secretary by the chiefs of bureaus and transmitted to the commission through the appointment clerk.

In requesting certification for original appointment, chiefs of bureaus should not specify sex unless it is clear that the conditions of employment are such as to make it necessary to do so.

11. Prompt Action on Certificates.-Prompt action shall be taken by chiefs of bureaus on all civil-service certificates (especially those for positions common to all or most bureaus, such as clerk, stenographer, messenger boy, etc.) and selections and appointments

made without unnecessary delay. Recommendations or reports on all certifications for nonscientific positions must be received by the Secretary not later than four days after the receipt of the certificate by the bureau concerned.

12. Selection from Certificates.-Selections for appointment from all certificates or lists must be made in groups of three-i. e., Nos. 1, 2, and 3 must be considered first and a selection made from that group; if written or oral declination is received or if the person selected from that group fails to respond within a reasonable time, the fourth name may be considered. Appointments, declinations, or failures to respond must occur in two instances before the fifth name certified can be considered.

To expedite selection, a preliminary inquiry as to the eligible's willingness to accept appointment if offered (not a tender of appointment), may be addressed simultaneously to all eligibles considered suitable for the position in question.

In case a name other than the first on the list is selected, a statement of the reason therefor must be submitted.

Disqualifications for appointment under the civilservice rules:

(a) Dismissal from the service for delinquency or misconduct within one year next preceding the date of application.

(b) Physical or mental unfitness for the position for which he applies.

(c) Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct.

(d) Intentionally making a false statement in any naterial fact, or practicing any deception or fraud in
