REPORT

[To accompany H.R. 8937]

The Committee on Commerce, to whom was referred the bill (H.R. 8937) granting the consent of Congress to the State of Indiana to construct, maintain, and operate a free highway bridge across the Wabash River, at or near Delphi, Ind., having considered the same, report favorably thereon, and recommend that the bill do pass without amendment.

The bill has the approval of the Departments of War and Agriculture, as will appear by the annexed report of the House Committee on Interstate and Foreign Commerce, which is made a part hereof.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H.R. 8937) granting the consent of Congress to the State of Indiana to construct, maintain, and operate a free highway bridge across the Wabash River, at or near Delphi, Ind., having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached.

This bill would authorize the State of Indiana to construct, maintain, and operate a free highway bridge and approaches thereto across the Wabash River at or near Delphi, Carroll County, Ind. Favorable action on the bill is recommended.

The Committee on Commerce, to whom was referred the bill (H.R. 8951) authorizing the city of Shawneetown, Ill., to construct, maintain, and operate a toll bridge across the Ohio River at or near a point between Washington Avenue and Monroe Street in said city of Shawneetown and a point opposite thereto in the county of Union and State of Kentucky, having considered the same, report favorably thereon and recommend that the bill do pass without amendment. The bill has the approval of the Departments of War and Agriculture, as will appear by the annexed report from the House Committee on Interstate and Foreign Commerce, which is made a part hereof.

DEAR MR. RAYBURN: Careful consideration has been given to the bill, H.R. 8951, transmitted with your letter of April 4 with request for a report thereon and such views relative thereto as the Department might desire to communicate. This bill would authorize the city of Shawneetown, Ill., to construct, maintain, and operate a bridge and approaches thereto across the Ohio River from a point between Washington Avenue and Monroe Street, in the city of Shawneetown, to a point opposite in Union County, Ky. The city would be authorized to charge tolls for transit over such bridge, but the rates of such tolls would have to be so adjusted as to provide a fund sufficient to pay reasonable maintenance, repair, and operating costs and create a sinking fund sufficient to amortize the cost of such bridge and its approaches within a period not to exceed 30 years from its completion. After such sinking fund shall have been so provided, the bridge thereafter would be maintained and operated free of tolls or the rates of toll would be so adjusted as to provide only for maintenance, repair, and operation costs.

The bill is without objection so far as this Department is concerned.

The bill has the approval of the Departments of War and Agriculture as will appear by the annexed report of the House Committee on Interstate and Foreign Commerce which is made a part hereof.
