NUMBER OF RETIRED OFFICERS OF THE LINE AND OF THE SEVERAL STAFF CORPS OF THE NAVY, RESPECTIVELY, WHO HAVE BEEN RECALLED TO ACTIVE DUTY SINCE JULY 1, 1921, AND THOSE WHO ARE NOW ON ACTIVE DUTY

MY DEAR MR. CHAIRMAN: The following information is furnished in accordance with the request contained in your letter dated July 17, 1926, relative to the number of retired officers of the line and of the several staff corps of the Navy, respectively, who have been recalled to active duty since July 1, 1921, and those who are now on active duty:

(a) Number of retired officers who were recalled from an inactive status to active duty for various periods since July, 1 1921: Line, 15; Chaplain Corps, 1.

(b) Number of officers who were placed on the retired list since July 1, 1921, and were continued on active duty for varying periods thereafter: Line, 22; Chaplain Corps, 2; professors of mathematics, 1.

(c) Number of retired officers who were on active duty on July 1, 1921, and who were continued on active duty for varying periods thereafter: Line, 23; Chaplain Corps, 2; Construction Corps, 1; Civil Engineer Corps, 1.

(d) Number of retired officers on active duty on September 30, 1926: Line, 31; Supply Corps, 1; professors of mathematics, 1.

TOTAL NUMBER OF COMMISSIONED OFFICERS, LINE AND STAFF, EXCLUSIVE OF COMMISSIONED WARRANT AND WARRANT OFFICERS ON THE ACTIVE LIST BASED ON 137,485 ENLISTED STRENGTH DISTRIBUTED IN THE SEVERAL RANKS OF THE LINE, AND TOTAL IN EACH OF THE STAFF

MY DEAR MR. CHAIRMAN: In accordance with a request contained in your letter dated July 17, 1926, a statement bringing Document No. 44 down to September 30, 1926, is attached hereto.

Such statement contains the following information:

(a) A list showing the total number of commissioned officers, line and staff, exclusive of commissioned warrant and warrant officers on the active list based on 137,485 enlisted strength distributed in the several ranks of the line, and total in each of the staff.

(b) A list showing the total number of officers on the active list of the line and staff, exclusive of commissioned warrant and warrant officers on September 30, 1926, distributed in the several grades and ranks showing the additional numbers in each.

(c) A list showing the distribution in each rank of the line based on the total number of line officers exclusive of additional number on June 4, 1926.

(d) A list showing the total number of officers of the line and staff on the active list, exclusive of commissioned warrant and warrants based on (1) 80,000 enlisted men, Navy; (2) 75,000, Navy; (3) 60,000, Navy, and 50,000.

(a) The total number of commissioned officers of the line, exclusive of commissioned warrant officers, was fixed at 4 per cent of the authorized enlisted strength of the Navy plus the 6,000 apprentice seamen. The authorized enlisted strength at that time was 87,700 men. Subsequently, the authorized enlisted strength was increased by the act of July 1, 1918, to 131,485 men. Four per cent of this figure, plus 6,000 apprentice seamen, fixes the total authorized 20038-26-No. 4 (9)

number of commissioned officers of the line at 5,499, which are distributed in the following ranks:

The number of rear admirals in the staff corps exclusive of additional numbers is limited to not more than 4 in the Medical Corps and 3 in the Supply Corps; 1 rear admiral is allowed in the Construction Corps and in the Civil Engineer Corps.

In the various staff corps the numbers of officers in each rank and grade from ensign to captain, inclusive, are not limited; therefore only the total numbers allowed by law in each of the staff corps are shown in the following:

MEDICAL CORPS

The total number of officers in the Medical Corps is not to exceed sixty-fiveone hundredths of 1 per cent of the total authorized number of officers and enlisted men of the Navy and Marine Corps, including midshipmen, Hospital Corps men, the prisoners undergoing sentence of discharge, enlisted men detailed for duty with the Naval Militia, and the Flying Corps. This percentage fixes the present authorized number of commissioned officers of the Medical Corps at 1,211.

SUPPLY CORPS

The total number of officers in the Supply Corps is not to exceed 12 per cent of the total authorized number of officers of the line. The total number of officers of the Supply Corps authorized is 660.

CONSTRUCTION CORPS

The total number of officers in the Construction Corps is not to exceed 5 per cent of the total authorized number of officers of the line. The total number of officers of the Construction Corps authorized is 275.

CIVIL ENGINEER CORPS

The total number of officers of the Civil Engineer Corps per cent of the total authorized number of officers of the line. of officers of the Civil Engineer Corps authorized is 110.

DENTAL CORPS

is not to exceed 2 The total number

The total number of officers of the Dental Corps is not to exceed 1 for each 1,000 of the authorized enlisted strength of the Navy and Marine Corps. By the act of July 1, 1918, the Dental Corps was increased to 1 for each 1,000 of the total authorized number of officers and enlisted men of the Navy and Marine Corps.

CHAPLAIN CORPS

The total number of officers in the Corps of Chaplains was fixed by the act of June 30, 1914, at 1 for each 1,250 of the total personnel of the Navy and Marine Corps. The present authorized number is 149. The Corps of Chaplains was not affected by the provision of the act of August 29, 1916.

PROFESSORS OF MATHEMATICS

The act of August 29, 1916, prohibited further appointments to the corps of professors of mathematics and provided that said corps shall cease to exist upon the separation from the service of the officers now carried in that corps on the active and retired list.

(b) Total number of officers on the active list, line and staff, exclusive of commissioned warrant and warrant officers. on September 30, 1926, distributed in the several grades and ranks, showing the additional numbers in grade.
